Samantha DiCicco, RN, MBA
Chief Executive Officer – VNA of Albany, Visiting Nurses Home Care, VNA Foundation
Sam is responsible for partnering with the Board of Directors in setting and executing the strategic direction and goals of the Albany Med Health System Visiting Nurses and its affiliates including Visiting Nurses Home Care. She has been with the organizations since July 2022, and brings 27 years of extensive home care and executive leadership experience, including Executive Director of Home Health at Yale New Haven Health System and CEO of the VNA of South Central Connecticut. Beginning her home care career as a home care nurse, she has an appreciation and firsthand knowledge of the patient population, needs, and challenges.
While at Yale she set up home health for the largest health system in CT and implemented Epic for home health for several agencies. During the Covid pandemic, she helped provide homebound patients in the New Haven, CT area with COVID vaccinations. She also was involved in providing annual wellness visits to patients who could not leave their home. She served on the quality committee of Connecticut’s Home Health Association.
A graduate of Southern Connecticut State University with a bachelor’s degree in nursing and a bachelor of art in Spanish, DiCicco received a Master of Business degree in Healthcare Management from Western Governors University in Salt Lake City, Utah.

Paul Rice, BBA, CFP
Chief Financial Officer – VNA of Albany, Visiting Nurses Home Care, VNA Foundation
Paul has been in the healthcare field for over 30 years, serving the last 15 years as a Director of Finance. Paul has extensive experience in financial management and analysis, strategic business planning, risk management and a thorough knowledge of the healthcare industry. He has been with the organizations since September 2016.
He holds a Bachelor’s degree in Accounting from Siena College in Loudonville. Paul is also a Certified Financial Planner.

Seba Varughese, MBA
Vice President of Human Resources – VNA of Albany and Visiting Nurses Home Care
Seba plans, coordinates, and administers all human resource policies and procedures, and oversees HR activities including recruitment, benefits and compensation, employee relations and risk management.
She has more than ten years of experience in the Human Resources field, and has been working with the organization since 2013.
Seba holds a Bachelors’ degree in Science and a Masters of Business Administration in Human Resource Management from Bangalore University. She also holds memberships in the Society for Human Resource Management and the Capital Area Human Resource Association.

Gary Mott, DPT
Director of Corporate Compliance – VNA of Albany, Visiting Nurses Home Care
Gary joined VNA of Albany in February of 2019 and brings several years of home care leadership experience in the areas of clinical management and quality. He is responsible for analyzing and developing policies and processes in order to assure compliance with meeting and maintaining the highest ethical and professional standards through compliance with all applicable laws in all actions regarding operation and delivery of services.
Gary has been in the healthcare field for over 20 years as a direct care clinician, clinical manager, and educator. He has developed fall prevention programs, served as Director of Rehabilitation, and regional trainer for educating others in regards to fall prevention. He holds a Doctoral degree in physical therapy from Sage Colleges in Troy.
